The canals are for boat users and the people of Ireland. They bye laws have been proposed without consulting these users and without consent

Waterways Ireland is trying to introduce new bye-laws without having consulted all stakeholders. On such bye-laws, liveaboard will face a price hike up to 2000%, while Waterways Ireland has failed to publish their financial Reports for the year 2021 and 2022. How can they justify such price increase if their costs are not available to analyse?
Myself and family reside in the Irish waterways for the last 6 years
I feel that the proposed Draft Byelaws will have a negative impact on all users of the Canals, Barrow and Shannon.
This petition is important to me because I have friends who live on house boats on the grand canal, who will be directly affected by this byelaw change, and I as an angler who fishes on the grand canal will also be affected by this byelaw change.
