We oppose the proposed reduction of minimum water flow in Hjartdøla/Heddøla as requested by Sauland Kraftverk AS. The project was previously halted due to lack of profitability, and the new application aims to increase production by lowering the river’s environmental flow. This would significantly harm the river ecosystem, threaten fish and aquatic life, and drastically reduce opportunities for outdoor recreation and whitewater paddling. We demand that NVE protect the river by rejecting the request to reduce minimum flow and uphold environmental and recreational values over profit-driven adjustments.

Reason

Hjartdøla and Heddøla are unique rivers with high natural, recreational, and cultural value. Lowering the minimum water flow would permanently degrade the river environment, reduce habitat for fish and aquatic species, and increase the risk of drought-like conditions in long periods of the year. For local communities, visitors, and whitewater paddlers, the river is an essential arena for outdoor recreation and nature experiences.

The proposed reduction is not driven by environmental needs, but by the developer’s attempt to improve project profitability after costs increased. Public nature should not be sacrificed to compensate for a private business model. Protecting the river ensures long-term ecological health, preserves biodiversity, and maintains safe and accessible conditions for paddling, swimming, and other outdoor activities. Once the river is damaged, it cannot be easily restored — which is why action is needed now.
