Petition addressed to: London Borough of Harrow Council, specifically the Highways / Traffic & Road Safety teams, in consultation with the school.
We, the undersigned parents and carers of children at Vaughan Primary School, are calling on Harrow Council to urgently review and improve road safety outside the school.
In recent months, there have been multiple serious incidents involving children being struck by vehicles on the road immediately outside the school gates, during drop-off and pick-up times. These incidents have occurred following changes to the road layout, which many parents feel have created confusion for drivers and unsafe conditions for pedestrians.
The current situation presents an unacceptable risk to children, families, and school staff.
We are therefore asking Harrow Council to:
- carry out an urgent road safety assessment outside the school,
- review collision and near-miss data since the road layout changes,
- and introduce appropriate safety measures, including serious consideration of a School Street scheme or equivalent traffic restrictions during school hours.
The safety of children travelling to and from school must be a priority. We urge the council to act quickly to prevent further incidents and to work with the school and local community on a lasting solution.

Reason
In the last two months, I have personally witnessed two separate incidents where children were hit by cars on the road directly outside Vaughan Primary School, both during school drop-off or pick-up times. I have also repeatedly witnessed aggressive driving, road rage, and unsafe manoeuvres on the same stretch of road. This road is commonly used as a rat run to avoid congestion on the surrounding main roads, increasing traffic volume and driver impatience at the busiest times of the school day.
All of these issues have occurred since recent changes were made to the road layout outside the school. Taken together, this does not appear to be a coincidence. The current situation presents a clear and ongoing risk to children and families. This petition calls for urgent action to review the safety of this road before a more serious incident occurs.

While most of the road changes in West Harrow have improved safety for pedestrians and cyclists and both during the previous consultation and now I have been very supportive of them, the two zebra crossings close together are causing issues.
Having two zebra crossings was a great idea both for giving pedestrian priority and in particular to have another crossing for The Gardens close to the school. Unfortunately drivers have not been obeying this new layout so it has not brought the intended safety improvements.
Moving the Gardens zebra crossing further south would help, or increased police presence, or banning through traffic or a school street.
I applaud the council for all other improvements, in particular the through pavement in front of the school.
