We call on the NSW Government to change the law and:
· Recognise stray cats as distinct from feral or owned cats
· Allow and support councils to hold, assess, desex, and rehome unowned cats
· Provide clear guidelines for humane, evidence-based cat management
· Stop the automatic release of cats back onto the street
Raison
In NSW, councils are interpreting current legislation to mean there is “no such thing as a stray cat.” As a result, unowned and often undesexed cats brought intopounds, vet clinics, or rescue services are being released straight back onto the streets.
This practice increases feral cat populations, contributes to wildlife predation, and leaves vulnerable animals without care or a chance at rehoming. It also confuses the public and forces vets and rescues into impossible ethical positions.

Releasing stray cats back on the streets perpetuates the problem that already exists.
Cats are a very significant threat to our local wildlife - the average stray cat in Australia kills around 260 native animals/reptiles/birds every year
Female stray cats produce 15 - 30 Kittens every year which escalates the numbers of stray cats (each one killing wildlife) living on the streets or in the bush.
No species of cat has ever been native to Australia, so our wildlife have not adapted their habits or instincts over the generations to cope with this apex predator.
It is cruel to release sick, juvenile cats back onto the streets where they will likely die of injury, illness or starvation - this is reprehensible.
