Petition addressed to: City of Hobart Council

The City of Hobart Council has approved the installation of a fully fenced dog exercise area at Lower Wellesley Park in South Hobart by July 1 2026 . Lower Wellesley Park is a cherished gathering place for local residents, offering sweeping views of the mountain and River Derwent, and supporting a wide range of activities, including informal recreation (e.g. picnics, ball games, cycling practice), community events (e.g. Sweet Beats on My Street, Kunanyi Mountain Run), and use of the adjacent playground. The site also provides habitat for local wildlife, such as bandicoots and pademelons

Reason

The proposed fenced area would occupy a substantial portion of the park and consequently alter these existing patterns of shared use.

Concerns have also been raised about the level of community consultation. As the proposal was considered within broader Dog Management Policy deliberations, some local residents and non-dog-owning user groups were unaware of the proposed development and did not have an opportunity to contribute to the decision-making process.

The following affected user groups would like to be directly consulted on the development of Lower Wellesley Park:

  • South Hobart residents from Wentworth St, Wellesley St, and Ingram St
  • South Hobart families with young children who use the playground.
  • South Hobart Sustainable Community Group who assists with community events hosted at Lower Wellesley and supports the local community garden
  • South Hobart Progress Association who represent the broad South Hobart Community

Given the scale of the proposed change, we ask that Council defer implementation of a fully fenced dog exercise area at Lower Wellesley Park to allow for a higher level of public participation (at least Level 3-Involvement as specified in the IAP2 Spectrum of Public Participation, as per City of Hobart Community Engagement Framework) that involves direct consultation with the user groups listed above. This consultation process would inform the potential loss (and/or compromised use) of amenities to ensure these do not outweigh any perceived benefits of the proposed fencing.

  • Hey everyone,

    Just a brief update to let you know that Amanda Sinclair and several other South Hobart residents met with councillors this week to present deputations at a workshop on the proposed fenced area at Lower Wellesley. These deputations shared community perspectives and concerns about the proposal. 

    The workshop considered the number of signature and comments from this petition and the street party scheduled to be hosted at this site on June 28, and feedback received from the Hobart 'Your Say' data regarding the proposed Lower Wellesley Dog Exercise Area. As a result, councillors are now seriously reconsidering the fencing proposal. 

    We are hoping a decision to pause and reassess the fenced area at Lower Wellesley will be made at the next council meeting. Consequently, we will be closing the petition on June 11th so we can submit it before that meeting.

     If you know of anyone who might support our campaign to save Lower Wellesley, but hasn't signed on yet, please let them know. Thanks again, everyone! So many residents and friends who share our love of this park have helped us with this campaign. What a wonderful show of community activism.

Why people sign

When I am in Hobart, I stay at South Hobart and use the park to walk my dogs. They love to run and chase the ball. The area needs to be big enough that they can actually do that.

While I don't own a dog, this area is a community shared area. It has been a delight over the 30 years I have lived in the area, so see families (children, adults and dogs) being able to share valued time together - to run as they wish and enjoy being outside together. To fence the area will greatly restrict the freedom for families and dog owners. Children love to run and play with dogs, greet them, want to have the freedom of exploring the area and all this is an outdoor social activity and so much better than children on "screens" all the time. Give families and their pets freedom, not restrictions.

I regularly take my dog to the shared Wellesley oval and believe it is adequate for all the varied community activities and given the expense of fencing off an entirely new area, I don’t believe a seperate fenced area on the lower park is warranted.
All I have witnessed using the shared wellesley oval, are responsible and respectful and it is a wonderful large space for dogs to run.

I've been enjoying that area of open ground for nearly 40 years now. I object to it having fences built all over it and its usefulness being limited just to people who own dogs.

I live near the park and I enjoy all aspects that the park offers including walking through and around it.
There is very little parking in Wentworth Street near the park even for residents so parking will be unavailable to dog owners.
Many of them who currently use the residents soccer ground will be unlikely to walk up a steep hill.
The council has often attempted to use the proposed park for other reasons e.g Aged Care.
