We ask the Government of Canada to:

  • Direct CBSA/IRCC to apply enhanced admissibility screening to visitors connected to the “Global Sumud Flotilla,” including Greta Thunberg.
  • Refuse entry where IRPA s.34’s “reasonable grounds to believe” standard is met, or impose proportionate conditions if concerns fall short of refusal.
  • Publish a brief public rationale explaining how security assessments are balanced with Charter-protected expression/assembly.

Note: We are expressing a policy view. We do not allege criminal wrongdoing by any individual.

Reason

Facts, Law & Policy:

  • Canada lists Hamas as a terrorist entity.
  • IRPA s.34 permits refusal of entry on reasonable security grounds (a preventive, administrative standard distinct from criminal proof).

  • Public materials about flotilla campaigns describe organizers and promoters who have engaged with or expressed support for groups aligned with Hamas/Muslim Brotherhood.

Our position:
To safeguard Canada’s security framework and social cohesion, any high-visibility participant - including Greta Thunberg - should undergo enhanced screening, with refusal if the IRPA threshold is met.
