We, the residents of Hout Bay, Victorkloof neighbourhood and surrounds ,formally request the urgent installation of a raised intersection (speed table) at the corner of Martingale and Valley Road.
This intersection sees significant daily traffic — both from local residents and vehicles commuting through the area. A raised intersection is a necessary traffic-calming measure to reduce speeding, improve compliance with the stop street, and make the area safer for all road users.

There have been numerous witnessed transgressions of vehicles ignoring the stop street at Martingale and Valley Road, often driving straight through at speed. Several of these have been captured on Watchcon CCTV, and some residents have been involved in accidents.
This road is used daily by:
Local commuters and service vehicles
Horse riders
Children walking or cycling
Parents with babies in prams
Visitors and staff entering or exiting Riverside Terraces Old Age Home
Despite signage, there is little deterrent to speeding, and near-misses are becoming a regular occurrence. The current layout does not adequately manage traffic flow or enforce caution at this residential intersection.
A raised intersection would help calm traffic, reinforce driver accountability, and enhance safety for everyone who uses this corner — whether on foot, horseback, bicycle, or in a vehicle.
We respectfully urge the City of Cape Town’s Roads and Transport Directorate and Ward Councillor Robert (Ward 74) to act promptly before a preventable incident becomes a serious accident

City Steps In: Stop Sign Enforcement Requested
enne 2 tundiWe’re pleased to share that Desré Liebenberg, Assistant Chief of Traffic Operations for the City of Cape Town, has formally requested Stop Sign enforcement at the intersection of Martingale Avenue and Valley Road, near the entrance to World of Birds.
This official action adds further weight to our petition for a raised intersection at this location — an area of ongoing concern for residents, businesses, and visitors alike.
🕒 Just 2 days left before the petition closes and is submitted to the City. If you haven’t signed yet, now’s the time — and please rally the troops! Every signature strengthens our case for safer streets.

Today, in the course of the morning, I requested Cape Town Metropolitan Police to conduct a formal traffic inspection at the intersection of Martingale and Valley Road.
During a 30-minute observation, officers issued five fines to motorists for failing to stop at the stop sign, and several others received verbal warnings and were educated on proper procedures when approaching a stop-controlled intersection.
I have requested that Metro Police return during peak traffic hours to gather additional data and further verify the ongoing non-compliance reported by residents.
This data will be added to the case that was officially opened with Cape Town Metro Police, and will form part of the supporting documentation to be submitted with this petition to the Ward Councillors and the City’s Roads & Transport Directorate.

Valley road has become a lot busier over the past years. People completely disregard the stop signs. Removing them will make it extremely dangerous coming out of the side roads. The traffic needs calming measures, particularly at this intersection and the Park Road intersection. I have nearly had a good couple of accidents because people disregard the stop signs.
In the 18 years I’ve lived in the area I’ve noticed an ever increasing traffic flow and greater disregard by all types of drivers for the 4 way stop at the intersection.
Many speed through without hesitation or due care not even slowing down or caring if other vehicles wish to turn into Valley Road and I have on a number of times been overtaken through the intersection because I dared to stop. This is a residential area home to many young children and senior citizens and also their domestic animals; dogs, cats & horses
As well as to wildlife such as Egyptian geese, hadedas, guinea fowl attracted to the World of Birds
The practice continues despite numerous complaints as the intersection remains unpoliced and I feel it is only a matter of time before a serious or even worse, a fatal accident happens
