We, the residents of Hout Bay, Victorkloof neighbourhood and surrounds ,formally request the urgent installation of a raised intersection (speed table) at the corner of Martingale and Valley Road.
This intersection sees significant daily traffic — both from local residents and vehicles commuting through the area. A raised intersection is a necessary traffic-calming measure to reduce speeding, improve compliance with the stop street, and make the area safer for all road users.
Razones.
There have been numerous witnessed transgressions of vehicles ignoring the stop street at Martingale and Valley Road, often driving straight through at speed. Several of these have been captured on Watchcon CCTV, and some residents have been involved in accidents.
This road is used daily by:
Local commuters and service vehicles
Horse riders
Children walking or cycling
Parents with babies in prams
Visitors and staff entering or exiting Riverside Terraces Old Age Home
Despite signage, there is little deterrent to speeding, and near-misses are becoming a regular occurrence. The current layout does not adequately manage traffic flow or enforce caution at this residential intersection.
A raised intersection would help calm traffic, reinforce driver accountability, and enhance safety for everyone who uses this corner — whether on foot, horseback, bicycle, or in a vehicle.
We respectfully urge the City of Cape Town’s Roads and Transport Directorate and Ward Councillor Robert (Ward 74) to act promptly before a preventable incident becomes a serious accident
