Accountability for mobility scooter riders - particularly when they cause accidents.
A regulatory registration system with number plates for identification in the event of an incident resulting in injury to a pedestrian or vehicle.
Reason
On the 3rd August I was the victim of an accident. I was driven into from behind by a powerful and speeding mobility scooter, knocked down and dragged along a service road as the rider gave no audible signal and just ploughed into me. Instead of braking as I screamed for him to stop, he accelerated and swerved his scooter further intowards me and across the road. The elderly gentleman was riding a large, powerful scooter and speeding and was also hard of hearing and seemed to display cognitive issues in being totally unable to assess the situation.
I was ambulanced to hospital with injuries and severe shock.
Without a registered number plate to identify him for the Police as a danger , nothing can be done to prosecute and ban him from riding.

Mobility scooters are an incredibly important tool for people with limited mobility, allowing access to places that in most circumstances they cannot reach. However they are potentially dangerous vehicles if driven without care and attention. The most powerful are capable of reaching the same speeds as an e-scooter but are more massive, potentially causing more damage in the event of a collision. E-scooters are illegal to drive on our roads and pavements. Mobility scooters are not illegal to drive on pavements but should be registered taxed and insured to drive on the road. Mobility scooter riders are not required to obtain insurance nor is each scooter required to have individual identification of some kind to drive on the pavement. Yet many scooters that should not be driven on the road are, quite openly, with little regard to the rules of the road and seemingly little consequence.
