Petition to Initiate a Recall Election for the Mayor of Fostoria
We, the undersigned registered voters of the City of Fostoria, Seneca County, Hancock County, Wood County Ohio, hereby petition the Seneca County Board of Elections to initiate a recall election to remove Don Mennel, the current Mayor of Fostoria, from office. This action is taken pursuant to ORC 705.92 of Ohio state law and local ordinances governing the recall of elected municipal officials.

Statement of Grounds for Recall: (In My Opinion)
We believe that Mayor Don Mennel has failed to adequately serve the interests of the citizens of Fostoria due to:
1) Bypassing the normal channels of democracy and making decisions that have benefited Win Waste Innovations Landfill including offering them the lowest leachate processing rate in Northwest Ohio.
2) The demeanor of the Mayor has caused a lack of communication among council members.
3) Ongoing conflict of interest between Mayor Don Mennel & his employee Councilman Thomas Baker.
4) Mennel's ongoing use of press company Scanner Media and his refusal to provide documentation on their duties & partnership details.
a) Continued use of a Scanner Media to control City Council Meeting video recording.
b) Failure to live stream City Council Meetings.
c) Special treatment given to Scanner Media during City Council Meetings by allowing a member of the press to sit with city government & access city's youtube channel.

We the public feel that voters are not currently being represented properly. These actions have undermined public trust and the effective governance of our city, necessitating this recall effort.

Request:
We respectfully request that the Seneca County Board of Elections:

1. Review and approve this petition in accordance with Ohio election laws.
2. Set a date for a special recall election to allow the voters of Fostoria to decide whether Mayor Don Mennel should remain in office.
3. Provide all necessary instructions as allowed by law.

Signature Requirements:
According to ORC 705.92, 15% of total votes cast in the previous election are required to initiate a Recall Election. There 1,751 votes in the Nov 7th, 2023 Mayor Election thus 262 signatures are required to trigger a recall election.
