Road Z374 upgrade Project (PWR97/17)

Petition addressed to: North West Provincial Legislature

We refer to the numerous attempts to seek interventions from Project Stakeholders as far back as 12 December 2025 regarding the status of phase 1 of project Z374.
Attempts to secure interventions with stakeholders (Client - NW Department of Public Works and Contractor) have been unsuccessful regardless.

1. The Contractor, Service Providers and Other Stakeholders to the Project deserted the Site Office since Wednesday, 10 February 2026, with no proper/formal correspondence indicating if the Site is formally closed or not.
2. Last intervention attempt was made by the A.G.M. Community Development Forum on 03rd June 2026. At the meeting it was resolved that the Department will provide a response to the A.G.M. Development Forum by the 19th of June 2026 on the demands submitted as per letter provided. Till to date no response has been provided.

We therefore submit the following DEMANDS,

1. We (Community) demand introduction of Appointed Contractor to complete the Phase 1 and resumption of Phase 2 without delay.
2. The project was mentioned in the 2026/27 Provincial Budget speech issued by the MEC of Finance that has sparked grave attention to the Communities regarding the remaining Project Phases.
3. We (Community) demand the Contractor Community established boreholes be repaired and restored to its optimal functions.
4. We demand that established borrow pits be fenced and secured as required by the Environmental and Minerals Acts, until rehabilitations.
5. We (Community) demand full payment of outstanding Site Rent.
6. We (Community) re-fencing of the Project damaged Communal Ploughing fields and 30km road fencing from Austrey to Ganyesa.
7. We (Community) demand full payment of ALL Outstanding payments to Local Sub Contractors invoices/payment certificates in line with SLAs and issue of formal close out reports.
8. As the Communities as angry and frustrated by the state of the project, we remain restraint in spite.
