I've lived in Woburn for 37 years, and I've witnessed first hand the unique blend of architectural styles, landscapes, and community spirit that makes our neighborhood truly exceptional. For those of us who cherish the charm and character of Woburn, it’s heart-wrenching to see our beloved area under threat from development projects that do not respect its unique heritage and character. That’s why it’s crucial we take action now to protect what makes Woburn special and ensure its legacy is preserved for future generations.

In recent years, rapid development has started to overshadow the distinct charm of our neighborhood. The character of Woburn is embodied in its historic homes, tree-lined streets, and the close-knit community where everyone knows their neighbors. These are qualities worth preserving. Unfortunately, without classification as a 'Special Character Area', these intrinsic attributes are at risk of being lost.

Currently, Woburn does not receive the necessary protections that a 'Special Character Area' designation would provide. This designation will help maintain the traditional streetscape, limit inappropriate developments, and ensure that any new projects reflect the historical and architectural value that our community cherishes. It will provide guidelines and careful oversight to those seeking to build or modify structures in the area, safeguarding our unique identity.

Research by experts in urban development shows that neighborhoods with such protections not only preserve their cultural heritage but also benefit economically. According to a study by the New Zealand Historic Places Trust, properties in heritage areas tend to have higher property values and attract more tourism and business opportunities, offering both economic and cultural advantages to their communities.

We are calling on the Hutt City Council to listen to our concerns and recognize the arguments for designating Woburn as a 'Special Character Area'. This is not just about preserving old buildings—it's about maintaining the cultural integrity and social fabric of our beloved neighborhood.
Please join me in urging the Hutt City Council to consider our proposal seriously and take the necessary steps to protect Woburn's unique character. Let’s ensure our neighborhood remains the vibrant and historic community we know and love.

Ideally we will face Council with the following questions (feel free to suggest more): -

1) Why has Hutt CC not designated Woburn, and potentially other areas, as Special Character Areas?
2) What has Hutt CC done in respect to getting Government to change the ridiculous lack of controls around parking facilities for new developments?
3) What is the rationale for levying such absurd rates impositions on Woburn and central Hutt properties?
4) What is Council doing, within its current powers, to restrict the ludicrous developments in train, that override all the protections that we have enjoyed, such as privacy, tranquility, sunlight plane considerations etc.
5) What is Council doing to balance the rights of neighbors and developers, where developments will clearly lead to significant loss of value of the neighbors impacted?
6) Is Council happy for Lower Hutt to become a second-rate satellite housing enclave for greater Wellington?
7) When should a development become 'notifiable'? Development by stealth is not an acceptable scenario.

Why people sign

The character and history of our neighbourhood is not being considered

I have lived in Woburn 60+ years and can’t bear seeing these townhouses going up in the place of our lovely character homes, blocking sunlight on neighbours properties, removing light and warmth to their homes, thereby lowering their value. Filling the narrow streets with cars. Why are they doing it? They are not even selling. Take those three huge monstrocities in Maire St - none have sold after what, two years? We are wanting to downsize but it’s very hard to buy something without knowing if neighbouring homes are going to be bulldozed and new townhouses shoot up? We also dread a developer buying our current home? The councils of Christchurch and Auckland have maintained some of their special character suburbs, why can’t our council man up and save some of Lower Hutt’s.

Because I Do Not want the character of the area, in which I pay a considerable amount of rates to be altered.
