To the Members of the Parliament of Ukraine,
To the leadership of the Verkhovna Rada and the Office of the President,
Since the Revolution of Dignity, Ukraine has clearly chosen its path: dignity, freedom, and the rule of law. These are the values we are now defending in our war with Russia.
But a state fighting for dignity cannot continue living under laws of the past.
In 2019, a Commission on Legal Reform was established under the President of Ukraine (Decree No. 584/2019). Its task was to develop a new Criminal Code. As of 2025:
- The Code has not been adopted.
- The Commission does not publish reports.
- Deceased individuals (including some who died in 2022) are still listed as members.
- Some participants actively practice law, creating clear conflicts of interest.
- International experts are listed “with consent,” but there is no evidence of their active involvement.
This is not reform. It is an imitation of reform that erodes public trust, undermines European integration, and misleads international partners.
We demand:
- The urgent adoption of a new Criminal Code of Ukraine, developed in line with human rights, the case law of the European Court of Human Rights, and European legal standards.
- The public release of a report by the Commission on Legal Reform.
- The official update or dissolution of the Commission.
- The launch of a transparent, honest, and public legal reform, aligned with the principles of the Revolution of Dignity.
This is not merely a legal issue.
It is a matter of values.
Ukraine can no longer preserve a Soviet model of punishment — we are fighting for freedom and dignity.
A just legal system is a condition for victory.

For six years, the Commission on Legal Reform under the President of Ukraine (Decree No. 584/2019) has existed, with its main goal being the development of a new Criminal Code.
During this time, no key document has been adopted, and the Code remains only a draft.
The Commission officially includes dozens of individuals, some of whom are deceased (including those who died in 2022), as well as practicing lawyers whose ongoing legal activities create conflicts of interest — especially in the context of reforming the punishment system.
Hundreds of people have been involved in the development of a single document, yet no outcome has been delivered. This raises questions about both the effectiveness of the Commission itself and the integrity of the reform process.
There is also concern about the formal listing of so-called “international experts by consent” without transparent confirmation of their actual involvement.
All of this imitates reform, discredits Ukraine in the eyes of international partners, and delays progress toward European Union integration.
Today, as Ukraine pays an immense price for the values of freedom, dignity, and justice, we cannot afford to continue living under outdated Soviet-style criminal law.
We demand results, not formalities.
The new Criminal Code must be adopted.
The Commission — either restructured or dissolved.
The legal system — purified and renewed.
