Rotating principles within the school district every few years sounds like a terrible idea.
I know my daughters principal leaving is having an emotional affect on her as a Kindergartner. And I'm sure it's having a bigger impact on the kids that have been with him longer but aren't leaving the school with him. Its also not fair to the principals if they really do love their position at a specific grade level. Some people work better along side younger kids, some with older. I think its fair and seems to work out better to allow people to apply for a position they would exceed at. Not a raffle. I fear PSD will be losing some great educators due to this being implemented.
