St. Charles County, Missouri and the City of O'Fallon, Missouri are proposing to extend Lake St. Louis Boulevard from Paul Renaud Blvd to Route DD. "Citizens for Smart Growth in St. Charles County LLC" is opposed to the extension as it will adversely impact the quality of life of local residents, irreversibly damage natural and historic areas, and provide only limited positive impact on local traffic. We ask you to join us in our opposition to this ill-conceived proposal.

Odůvodnění

The proposed roadway would connect the existing Lake St. Louis Blvd. to Highway DD at the southern project terminus to provide a north-south connector route within a predominately residential area. The roadway will be in close proximity to existing residences and bring noise, light, and pollution to a rural area. The roadway extension will require a total of three separate crossings of the unnamed tributary to Dardenne Creek and 2 wetland impact areas. The extension will disturb a historic property consisting of features that represent ruins of a 19th century log cabin of the Hopewell African American Community. The site is eligible for the National Register of Historic Places (NRHP). The extension will also remove 8.5 acres of forested areas that are suitable summer habitat for two endangered bat species, Indiana bat (Myotis sodalis) and northern long-eared bat (Myotis septentrionalis), and the proposed endangered, tri-colored bat (Perimyotis subflavus).

The 2019 traffic study conducted to investigate the benefits and final design of this proposal did not consider any "no extension options" to improve flow at the Diehr Road/Hwy DD intersection. Its growth projections are somewhat dated as much of the area that will feed these roads has been developed. Most importantly, as most commuters are traveling to/from their residence to I-64, this proposal does nothing to benefit their overall commute to St. Louis County as the extension simply adds another route to the congested I-64. In short, this proposal offers little real benefit and a lot of adverse impacts. It's another example of ill-conceived development by the City of O'Fallon and St. Charles County.

    Just a quick update to let you know that St. Charles County Councilman Tim Baker is leading the opposition to the LSL Extension Project from within the county government. Councilman Baker plans to propose removal of all county funding for the project when the county’s Traffic Improvement Plan (TIP) is reviewed by the county council later this month.

    The TIP will be reviewed by the council during their normal meetings on Monday, 10 and Monday, 24 November. It would be great to have strong opposition support at BOTH meetings. They are held at 7 pm in the council chambers in the St. CHARLES COUNTY EXECUTIVE BUILDING at 100 NORTH THIRD STREET, ST. CHARLES, MO.

    We were so focused on the critical O'Fallon, MO municipal elections that we forgot another key race and candidate. Specifically, the board for Public Water Supply District No. 2 and our own Shawn Mann. Utility management boards are a critical entity that we must engage with as they help set the direction utilities take in terms of growth and enabling dense development. Shawn is one of the founding members of CSGSCC and a life-long resident of St. Charles County and its rural communities. He has a finance background and is very effective is speaking and working with local officials. St. Charles County voters - please give Shawn your support on 08 April.

    Lastly, we'll have recommendations for the 2026 St. Charles County elections in several months. Spoiler alert - it will NOT be for Councilman Mike Elam!

  • Opposition Petition Signees - A quick update on the project status:

    1. We still have not heard back from the U.S. Army Corps of Engineers on our request for a public hearing on this matter (despite numerous contact attempts).

    2. On 13 March, the O'Fallon City Council approved Bill #7738, "An Ordinance approving the plans for Diehr Road Reconstruction Phase I; declaring the project to be necessary and appropriate; authorizing acquisition of property in association therewith; and authorizing certain other actions." Clearly, we are disappointed by their action. It was interesting to note the apparent political maneuvering that allowed the 3rd Ward councilmembers to vote against the bill while still obtaining sufficient votes to pass.

    With that and the upcoming 08 April municipal elections in mind, "Citizens for Smart Growth in St. Charles Co. LLC" offers the following endorsements for O'Fallon's City Council candidates:

    O'Fallon City Council Ward #1 - Arnie Dienhoff
    Arnie has been an active public leader in the effort to bring more procedural compliance, fact-based decision making, and protection of rural communities to local government. He has coached our organization in how to be more effective.

    O'Fallon City Council Ward #3 - Rose Zuk
    Rose has been a proactive and engaged member of our organization since we began to opposed over-development in the Hwy DD corridor in early 2023. She is a U.S. Army veteran who doesn't give up in engaging with governments and public departments to ensure we're part of their decision-making process.

    O'Fallon City Council Ward #4 - Amanda Taylor
    Amanda has a science background and experience as an educator and small business owner. She understands that we must support growth but ensure it is conducted in a way that protects currents residents and has the infrastructure to support it. Amanda was instrumental in leading opposition to the construction of high-density apartments on green space across from Fort Zumwalt West High School.
