Community Petition Regarding Roaming Pit Bull-Type Dogs And Public Safety Concerns

My concern is the increasing risk that uncontrolled or poorly managed pit bulls can pose to members of the public, particularly children, elderly people, and other vulnerable individuals. My concern is not based on hatred of dogs, but on the need to protect people and ensure that dog ownership does not place the wider community at unnecessary risk.

South Africa has experienced a number of serious and fatal dog attacks involving pit bulls. A legal review of dog attacks in South Africa reported that, since 2004, 72 of 99 dogs involved in recorded fatal attacks were identified as pit bulls, with pit bulls being responsible for 38 of the 56 recorded deaths. The same research also notes that many attacks may go unreported, making the true scale difficult to establish.

I am particularly concerned about pit bulls that are allowed to roam freely, escape inadequately secured properties, or are kept by owners who cannot properly control them. Existing municipal regulations already recognise that dogs must not be allowed to become a danger to people. For example, Cape Town's animal by-law prohibits owners from allowing dogs to constitute a source of danger or injury to people outside the property.
Recent Western Cape regulations also specifically require pit bulls in public to be kept on a leash and muzzled, with owners required to take reasonable precautions to prevent them from attacking people or other animals.

I therefore support stronger and more consistent measures to prevent dangerous dogs from roaming, improve enforcement against irresponsible owners, and protect communities from preventable attacks. Responsible owners should not be unfairly targeted, but public safety must come first when a dog presents a genuine and serious risk.
