We, the undersigned residents, ratepayers, businesses, cyclists, pedestrians and visitors to Blouberg, call on the City of Cape Town to take decisive and lasting action to address the ongoing occupation and misuse of public open spaces along the Blouberg beachfront and the R27 West Coast Road corridor between Blaauwberg Road and Big Bay Boulevard.
For years, residents have reported people roughsleeping or living in makeshift shelters and occupying public spaces, while the cycle lane and pedestrian areas along the R27 have been obstructed and made difficult or intimidating to use. Residents and road users have also raised concerns about abusive, aggressive, intoxicated and disruptive behaviour, public drinking and drug use, litter, human waste, safety and the degradation of areas that are supposed to be available to everyone. The City has conducted Law Enforcement interventions before — but the problem repeatedly returns. Moving people from one location to another is not a solution.
We recognise that homelessness is a serious social issue and that people living on the streets must be treated humanely and with dignity. But compassion cannot mean surrendering public spaces. Cyclists should be able to use the cycle lane. Families should be able to enjoy the beachfront. Those using wheelchairs should be able to use the beachfront pedestrain ramp. Residents should be able to walk safely. Children should be able to use public spaces without intimidation. Businesses should be able to operate in a safe environment. We therefore demand a coordinated, lawful and long-term solution — not another temporary clean-up followed by another return of the problem. Enforce the Bylaws and the PIE Act, where applicable. The Baxter Eviction case is an example of what we expect for public open spaces!
Razones.
WE ARE ASKING THE CITY TO:
✔ Enforce its own By-laws consistently and lawfully.
✔ Keep the R27 cycle lane and pedestrian routes clear and accessible.
✔ Address aggressive, abusive, intoxicated and unlawful behaviour in public spaces.
✔ Address public drinking, drug use, littering and public sanitation problems.
✔ Protect the public's right to safely use beaches, parks, cycle lanes, walkways and open spaces.
✔ Provide meaningful assistance and appropriate services to people experiencing homelessness.
✔ Stop simply moving the problem from one location to another.
✔ Produce a coordinated, long-term solution for the Blouberg beachfront and R27 corridor.
✔ Account to residents for what has been done to address these problems over the past six years — and why the problem continues.
THIS IS NOT A CAMPAIGN AGAINST HOMELESS PEOPLE.
It is a campaign for safe, clean and accessible public spaces.
We believe people experiencing homelessness deserve dignity and appropriate assistance.
We also believe residents, cyclists, pedestrians, families, visitors and businesses have rights.
Those rights should not be sacrificed because the City has failed to find a lasting solution.
OUR PUBLIC SPACES BELONG TO EVERYONE.
SIX YEARS OF REPEATED COMPLAINTS AND TEMPORARY INTERVENTIONS ARE ENOUGH.
BLOUBERG DESERVES A LASTING SOLUTION!

Blouberg's beaches, parks, walkways, and recreational areas are meant to be safe, clean, and accessible for everyone. Increasing occupation of these spaces has limited public use and raised concerns among residents, families, and visitors.
We call on local authorities, community leaders, and residents to work together to restore and maintain our public spaces while ensuring that vulnerable people are treated with dignity and connected to appropriate support services.

We as the ratepayers and residents need Coct to start enforcing their own By laws, and secure and make safe our PUBLIC spaces for all to enjoy...we have a right to safety as per our Constitution! And our elected leaders need to be reminded of that, and be held accountable!
