Increase IRCC annual target for Federal Self-Employed Persons Class
ISSUE:
Canada has long been a destination of choice for individuals seeking better opportunities, bringing diverse skills and innovation. One of the categories under which individuals can immigrate to Canada is the Federal Self-Employed Persons Class. However, despite the critical contributions these individuals make to the cultural, social, and economic fabric of the nation, the annual immigration target for this class remains critically low - below 300 persons per year from 2026, including dependents, according to IRCC processing time data. Existing backlog will require over 10 years to clear.
This Class takes around 0.2% of the total immigration allotments, and, currently, ALL self-employed individuals, 8600 persons, in this class face barriers in the process of moving to Canada due to limited quotas, which result in missed opportunities for both the immigrants and Canadian communities. 10 year wait is not acceptable both for the applicants and Canada.
REQUEST:
To address this shortfall, we request IRCC to increase the annual immigration target to 1000 for the Federal Self-Employed Persons Class for the next three years, 2026, 2027 and 2028.

IMPACTS and BENEFITS:
Being Self Employed, people in this category will not take jobs from Canadians, but serve as catalysts for economic growth, creating jobs and opportunities for Canadians.
This adjustment will guarantee the clearance of existing backlog (8600 inventories) within the next three years, and ensure new applicants in January 2027 face an average wait time of around 24 months, a reasonable processing period predating the pandemic. In addition, Canada can benefit immensely from the rich diversity of skills and experiences that self-employed individuals from various sectors bring with them.
The Federal Self-Employed Persons Class includes individuals with relevant self-employment experience in cultural activities, athletics, and arts. Canada has always been synonymous with cultural appreciation and diversity. By enhancing the target number, IRCC would empower artists, athletes, and entrepreneurs to bring their unique perspectives and talents to enrich Canadian society further. During these challenging times in Canadian history, cultural works, sports, and arts will collaborate to unite Canadians from diverse backgrounds, inspire cooperation, and boost economic development.
According to Statistics Canada, there are significant gaps in various industries that self-employed immigrants can fill. For instance, the cultural sector alone contributes over CAD 53 billion to the Canadian economy and supports more than 652,000 jobs. An increased admissions of self-employed immigrants would undoubtedly bolster these statistics, leading to a stronger, more vibrant Canadian economy.
By raising the target to a minimum of 1000, Canada not only showcases its dedication to diversity and inclusion but also solidifies its position as a progressive and hospitable nation on the global stage. Crucially, this slight increase will empower IRCC to significantly improve processing times, clear all backlogs within three years, and uphold the integrity of the program.
