The state lottery system was originally designed not just as entertainment, but as a means to generate funds that benefit the public — especially seniors and community programs. Over time, jackpots have grown to unprecedented levels, sometimes exceeding $1 billion dollars or more, yet the vast majority of players see no return. The intent of this proposal is to introduce a redistribution mechanism that ensures Americans — especially vulnerable populations such as seniors — share in the windfall when jackpots exceed one billion dollars
Reason
When a lottery jackpot surpasses $1 billion, the excess amount above $1 billion would no longer roll over entirely into the grand prize. Instead, it would be set aside for redistribution directly to American citizens.
• Example 1: If the jackpot reaches $1.1 billion, the extra $100 million is separated. That $100 million is then distributed to 100,000 randomly selected Americans, each receiving $1,000.
• Example 2: If the jackpot is $1.2 billion, the excess $200 million would allow 200,000 Americans to each receive $1,000.
This system creates an ongoing public benefit whenever jackpots soar beyond a billion, while still maintaining the dream of a life-changing jackpot for the main winner.
