Stanley Martin Homes, whose parent company is Daiwa House Group headquartered in Japan, is trying to put 182 duplex lots and 202 single-family detached lots on 117 acres located between Joe Lewis Road, Wells Highway and Houston Rice Road. Currently the property is zoned Agricultural by Oconee County.  According to the submitted plans, lot sizes for the homes will be a minimum of 7,049 sq. ft or .16 acre. Lot sizes for the duplex homes will be 7,500 sq. ft. or .17 acre.

The builder wants to be annexed into Seneca. Water, sewer and power would be provided by Seneca Light & Water. The Legal Notice is in the Journal. THERE WILL BE A ZONING HEARING AT SENECA CITY HALL ON JULY 21ST AT 6:00.

This area is already congested with at least four new developments in a two-mile radius. 

  • Can the sewer system handle it?
  • Can the power grid handle it?
  • Can the schools handle it?
  • Can emergency services handle it?
  • Can the roads handle it?
  • Do we need all these houses?
  • Once the land is cleared, where will the wildlife go?
  • Where will all the runoff go? It will likely go into Coneross Creek where there is already flooding. 

Please sign the petition to stop this development and plan to attend the zoning hearing so we can stop the madness!

  • I want to thank everyone who signed the petition to stop the development off of Joe Lewis Rd. near Wells Highway. In addition to submitting the petition, several of us spoke at the zoning hearing as well as the city council meeting. As a result, the developer withdrew his petition the day the development was going to be voted on!

    In consideration of my efforts to stop this development, and the research that has gone into this project, I want to let you know that I have filed to run for a seat on Seneca City Council. One of my main goals will be to put a pause for at least six months on any new developments.

    If you live within the city limits of Seneca, I hope you will vote at the Shaver Center on November 4. If you wish to vote early, you can vote at the elections office at 415 S. Pine St. in Walhalla:

    Monday, October 20 – Friday, October 24
    Monday, October 27 – Friday, October 31
    8:30AM - 5:00PM

    Carver’s Landing (proposed 331 homes) is back on the agenda, and it’s time to show up and speak up. That scale may look great on a developer’s spreadsheet, but it’s too much, too fast for our roads, schools, utilities—and your wallet.

    • 331 new houses = bigger strain on infrastructure we’re already patching.
    • Long-term costs don’t vanish just because the ribbon gets cut.
    • If you live, work, or drive in Seneca, this affects your daily life.

    Make your voice count:
    • When: Monday, August 12, 6:00 PM
    • Where: Seneca City Hall
    • How: Come early, sign up to speak, be respectful, be clear.

    Tell Council: Right-size growth. Fix what’s strained before adding more pain.
    Bring a neighbor. Bring two. Democracy runs on turnout—not autopilot.
  • There will be a Seneca City Council Work Session Tuesday, 7/29, at 6:00 in City Hall Council Chambers to discuss Ordinance 2025-14 to annex and zone the Carver's Landing property as PD-R. The ordinance is attached. The new plan is for 324 homes with no duplexes. We don't need these many homes in this area when there are three subdivisions within a mile that aren't even being close to being built out. In addition, there are other concerns such as traffic, sewer and emergency services.

    Please plan to attend Tuesday's meeting to speak out against this development! I am only able to attach one document so I attached the ordinance. If you would like the revised plan and the agenda, please email me at kathyrstjohn@gmail.com.
