Petition addressed to: Commissioners of Otter Tail County
We, the undersigned employees of Otter Tail County, respectfully request that the Board of Commissioners reconsider the proposed changes to the county’s remote work policy that would require eligible employees to work in the office a minimum of three days per week beginning January 1, 2027.
Remote work has been an established option for county employees since March 2020, with a formal policy adopted in 2021. Over the past several years, employees and departments have adapted to this arrangement while continuing to serve Otter Tail County residents and fulfill the responsibilities of their positions.
We recognize that not all county positions can be performed remotely and that in-person services remain essential to many county operations. However, we believe remote work should continue to be considered a valuable and flexible work arrangement for positions where job responsibilities, performance expectations, and operational needs allow it.
A blanket requirement for a minimum of three in-office days per week may have significant implications for employees and the county, including recruitment and retention, employee morale, work-life balance, commuting costs, and the ability to maintain an effective and productive workforce.
Rather than implementing a three day in office requirement across eligible positions, we respectfully ask the Board to consider an alternative approach that preserves flexibility while maintaining accountability and high-quality public service.
We respectfully request that the Board of Commissioners:
Our goal is not to eliminate accountability or disregard the needs of county operations. We support a policy that allows the county to meet its responsibilities to residents while recognizing that flexibility can be compatible with productivity, effective service, and a strong workforce.
We believe significant workplace policy changes should be informed by evidence, operational needs, and meaningful employee input. We respectfully ask the Board to consider the long-term impact of this decision and work with employees to develop a practical, fair, and effective solution.
By signing below, we express our support for reconsidering the proposed remote work policy changes and evaluating an employee-supported alternative before implementation.
We understand our names listed on this petition may be viewed by County Commissioners and/or Administrators of Otter Tail County.
Thank you for your consideration and for your service to Otter Tail County.

Each department and work unit has unique responsibilities and different operational needs. A one-size-fits-all approach to mobile work doesn’t effectively support employees or the services we provide. For many positions, the ability to work remotely is essential to productivity, completing responsibilities in the field, and serving the public to the best of our abilities.
Flexible work arrangements also address practical needs. Some employees require a quieter setting for focused work, virtual meetings, training, or court hearings. During severe weather, remote work allows us to remain engaged and productive when road conditions are unsafe.
Additionally, mobile work can support employees with health-related needs. Conditions such as migraines, allergies, and other physical or mental health concerns may be exacerbated by the office environment. Providing flexibility allows employees to continue working effectively while supporting the county's commitment to inclusion and employee well-being.
While face-to-face interaction is important in certain roles, many county services are delivered primarily through phone, email, virtual meetings, and fieldwork. Not all positions are client-facing, and workplace policies should recognize these differences.
In closing, I encourage consideration of a flexible, department-specific approach rather than a blanket policy. Any changes should carefully evaluate operational needs, employee well-being, productivity, and retention. My concern is that a restrictive policy could result in the loss of experienced and highly qualified employees who have consistently demonstrated their ability to work effectively while continuing to meet in-person requirements when needed. This happened at the state once they changed their remote work policy, and I know several county employees prepared to leave if this occurs, as their work does not have an in office need.
Thank you for taking the time to listen to our feedback.
