Petition addressed to: Cape Town City Manager
Community Petition for Safety, Order and Effective Law Enforcement in Strand
To: The City of Cape Town, the Mayor, City Manager and relevant Safety & Security departments.
We, the undersigned Strand residents, ratepayers, businesses, workers and visitors to Strand, call on the City of Cape Town to urgently restore safety, order and effective law enforcement along Beach Road and the surrounding beachfront.
Beach Road is a public space that must be safe and accessible to everyone!
We are not asking the City to prevent people from enjoying Strand. We are asking for the laws and by-laws that already exist to be properly enforced!
Residents and visitors are increasingly concerned about:
These are not simply matters of inconvenience. When behaviour threatens public safety, obstructs access or contravenes the law, it must be addressed.
WE DEMAND ACTION!
We call on the City to:
1. Increase visible Metro Police (Neighbourhood Safety Officers), Law Enforcement and Traffic Services patrols along Beach Road, particularly during evenings, weekends and peak periods.
2. Enforce existing by-laws and traffic laws consistently when offences or contraventions are witnessed or properly reported.
3. Crack down on dangerous and obstructive parking and protect pedestrian access.
4. Intensify enforcement against reckless and drunk driving.
5. Address excessive noise, public drinking, disorderly behaviour and other public-place offences.
6. Keep pavements, promenades and public spaces accessible, clean and safe.
7. Provide meaningful night-time and weekend enforcement when many of these problems occur.
8. Provide the community with regular feedback on enforcement operations and results.
THIS IS ABOUT BEHAVIOUR — NOT PEOPLE.
Everyone has the right to enjoy Strand.
But no one has the right to intimidate others, obstruct public spaces, endanger motorists or pedestrians, create unlawful noise, drink unlawfully in public or otherwise disregard the law.
We should not accept unlawful or dangerous behaviour simply because it has become commonplace.
Normalising it does not make it acceptable.
We therefore call on the City of Cape Town to, for once, listen to the community, deploy the necessary resources and take back control of Beach Road before a preventable tragedy occurs.
SEE IT? REPORT IT.

REPEATED PROBLEM? DEMAND ACTION.
Beach Road belongs to all of us.

Since alcohol plays a huge role in anti social and criminal behaviours as well as the violation of human rights, City of Cape Town has to change by laws in regards to access to alcohol on the strand beach area. On Monday (05.10.2026), I walked the beach and found numerous alcohol related bottles littered on the beach. Some were broken, posing a danger to children and adults walking bare feet. Two weeks ago my son went to the public open air gym near Lourens river mouth. He reported his shock and disgust when females started getting undressed and sat naked and bare breasted at that park.
Loud music, 2. Loud music. Section 6(2) of the City of Cape Town: Streets, Public Places and the Prevention of Noise Nuisances By-law, 2007 states that no driver or passenger may permit amplified noise to emanate from a motor vehicle so that it is audible at a distance of more than 50 meters. This law is supposed be enforced every where. But I have seen a traffic officer and City police park next to a taxi, their cars vibrating from the music- no response, no enactment of the law, a person whois supposed to uphold the rule of law
