We, the undersigned residents, ratepayers and property owners of Table View, formally record our objection to the application for the rezoning of Erf 5049, 177 Athens Road, Table View, from Residential (R1) to General Residential (GR3); the removal of restrictive title conditions B.A.(b), B.A.(c) and B.A.(d); the deletion of related township establishment conditions; and the associated permanent departures for floor factor, coverage and common boundary building line, submitted by FJC Consulting on behalf of the registered owners.

Reason

We object on the grounds that:
•    the proposed development is inconsistent with the Low Density Residential designation given to this precinct in the City's own approved Blaauwberg Road LSDF;
•    it creates unresolved privacy and overlooking impacts on neighbouring single-storey properties — a concern already raised in writing by the City's own Urban Design Branch;
•    it relies on cumulative and substantial departures from the General Residential (GR3) development rules that indicate the proposal does not properly belong within that zoning;
•    it is out of character and scale with the surrounding, predominantly single-storey residential neighbourhood; and
•    the personal and social benefit of retaining the restrictive title conditions has not been properly weighed against the benefit of their removal.

We respectfully request that the City of Cape Town:
1.  Refuse the application in its current form; or, alternatively,
2.  Refer the application to the Municipal Planning Tribunal for a full public hearing, given the scale of community objection.

This petition is submitted in support of, and in addition to, individual written objections lodged by residents on the City's prescribed Land Use Objection Form before the closing date of 4 September 2026. It does not replace the need for individual objections.

  • Good day,

    As owner and direct neighbor to the proposed development of 15 flats / 4 storeys, I am vehemently opposed to this application. To assist us fight this proposed development we approached Councillor Karl Bodin from the Cape Independence Party (CAPEXIT). We held meetings to discuss the concerns from the community and plot a way forward, including dealing with the City Development Department. We have just returned from handing over all your comments and petition signatures to the City's Planning Department. Together with directly affected neighbours in Athens Road, as well as surrounding properties also affected by this proposal of a monstrosity of a building invading our privacy, tranquility and quality of life, together with negative impact on property values, we stand firm and united in voice to oppose this. Also with awareness that we do not wish for any precedent to be given any leeway as this is a residential zoning / area.

    Cllr. Bodin is also emailing the petiton, and comments to the City Manager and Development Management Department, will obtain the details of progress and we will keep everyone appraised of developments. We are grateful for his assistance.
