Petition addressed to: Prasa, City Manager - Cape Town, South African Police Service

To: PRASA / Metrorail
South African Police Service
City of Cape Town
Western Cape Government

We, the undersigned residents, property owners, businesses and concerned members of Blackheath and Ward 14, call for urgent action to address serious security concerns at and around Blackheath Train Station.

The station and surrounding railway area appear to have inadequate perimeter fencing and uncontrolled access, creating opportunities for people to move between the railway environment and neighbouring residential areas without effective monitoring.

Residents are increasingly concerned about housebreaking, theft, robbery and other criminal activity, as well as the impact of these security vulnerabilities on our families, homes and quality of life.
The wider Mfuleni SAPS precinct, which includes Blackheath, recorded 9,629 reported crimes during April 2025–March 2026, including 511 residential burglaries and 1,124 aggravated robberies. While these figures apply to the entire precinct and not specifically to Blackheath Station, they underline the seriousness of the broader security environment.

Reason

WE DEMAND URGENT ACTION:

1. A joint PRASA/SAPS/City security assessment of Blackheath Station and its surrounding railway environment.

2. Proper perimeter fencing and secure gates to prevent uncontrolled access.

3. Effective access control, CCTV and lighting at identified vulnerable points.

4. Increased visible security and police patrols around the station and surrounding residential areas.

5. Immediate investigation of reported crimes and security incidents potentially linked to weaknesses around the station.

6. A clear action plan and implementation timeframe communicated to the Blackheath community.
OUR MESSAGE IS SIMPLE:

Residents should not have to live with avoidable security vulnerabilities on their doorstep.
SECURE THE STATION. PROTECT OUR HOMES. PROTECT BLACKHEATH.

We call upon the relevant authorities to act now — before another family becomes a victim.

News

  • Dear Concerned Supporters,

Thank you to everyone who supported and signed our petition. The petition campaign has concluded, and I am pleased to confirm that we achieved 36 signatures from concerned residents of Blackheath.

There are serious concerns raised in the comments and we appreciate your participation. Cllr Karl Bodin of the Cape Independence Party (CAPEXIT) and Candidate Lucille Philip-Rothquel have been working on this petition to assist the community, particularly because of their dedication to holding the City accountable for service delivery and exposing issues across Cape Town. They have witnessed first-hand the issues which are affecting the community. Cllr. Bodin has recently made great strides with forcing the City to the table (as a result of a petition) in the serious issues affecting Melkbosstrand residents.

On Thursday 29 October, Cllr. Bodin and Lucille held a formal handover of the petition signatures, residents' comments, together with his own comprehensive Memorandum to the City Manager's team. The Memorandum addresses the serious security concerns and they have provided suggestions to PRASA, the SAPS and the City to ensure there is a long-term solution. We are tired of the short-term "fixes".

This campaign has demonstrated that, when residents stand together, our voices can be heard. We have done our part; it is now time for the authorities to do theirs. The City will be acting as liaison between PRASA and SAPS and providing provisional feedback by 15 November. We look forward to Cllr. Bodin providing us with progress.

Thank you once again for your support. Please stay with us and we will keep you informed of developments.

    Kind regards,
    Lucille Philip-Rothquel (Candidate - CAPEXIT)
