Community Petition Against Umzinyathi District Municipality

We, the undersigned residents, property owners, and ratepayers within the Umzinyathi District Municipality, hereby lodge a formal petition to express our ongoing concerns and dissatisfaction with the Municipality’s persistent failure to deliver essential services and to manage accounts in a transparent and efficient manner.
Despite numerous attempts by individual residents to engage with the Municipality, the following issues remain unresolved:

  1. Non-issue of monthly municipal statements, resulting in ratepayers being unable to verify charges or manage accounts timeously.
  2. Inaccurate meter readings, often resulting in incorrect and unfair billing.
  3. Excessive and inconsistent billing, not reflective of actual usage or consumption.
  4. Failure of municipal staff to assist ratepayers when contacted via telephone or email.
  5. Failure to address or resolve disputes and concerns formally raised by residents.
  6. Unlawful disconnection of services and removal of meters without prior notice, in violation of fair administrative procedure.
  7. Continuous water shedding and prolonged periods of no water supply, due to the Municipality’s failure to maintain and upgrade essential infrastructure.
  8. General neglect of water infrastructure, leading to repeated service interruptions and poor water quality in affected areas.

Reason

These issues have caused significant hardship to households and businesses, disrupted daily life, and eroded public confidence in the Municipality’s ability to provide basic and lawful services.
We therefore call upon Umzinyathi District Municipality to:

  • Immediately address and rectify these issues;
  • Provide clear communication and regular billing to all ratepayers;
  • Implement a transparent process for dispute resolution; and
  • Prioritise maintenance and upgrading of critical water infrastructure.

We, the undersigned, demand accountability, transparency, and urgent corrective action.

I agree that the service received from the Umzinyathi District Municipality is poor. We as a community struggle regularly to obtain correct billing, water as a standard service and human right and we get pathetic service even if we go to the office in person.

Because Umzinyathi has no service delivery. I have owned my house for 5 years. Not once have I received a monthly account. I have also been sent huge account to the amounts of R43000 outstanding. which I then end up spending days in their offices to rectify. No one seems to be doing anything in that building

Because the municipality does not attend to any service delivery issues...the health department and health inspectors fail with their duties and np bylaws are inforced or adhered to...I don't even get water bill unless I go in several times to collect and I am lucky if they print one
