The temperature thresholds for the shelter to open I's too low. Try being outside all day. 32° weather. It's not pleasant. Also the temperature drops quickly after dark so opening at 7:00 seems reasonable. Also there should be more consistency with opening up, these people really rely on you for a little bit of refuge from the cold. Thanks for listening
