TEAS, Inc is a public/private joint venture non-profit corporation that exists to run Tippecanoe County's primary emergency ambulance service. Its members are Tippecanoe County, City of Lafayette, City of West Lafayette, Franciscan Lafayette, and IU Health Lafayette.

The standard for Advanced Life Support (ALS) response is to arrive on scene within 8 minutes, 90% of the time. Analysis of dispatch data shows there's not a single town, city, or township in Tippecanoe county where TEAS achieves this standard. During months of investigation, outlined at justinonthewabash.com/teas, it has been found that there are several items outlined in state law and the corporation's bylaws that it must do for the government units that make up its members. Public records requests have confirmed that none of the government units possess any of the following items:

  • Board of Directors Meeting Minutes, showing operational decisions that are made.
  • Operational reports.
  • Financial reports.
  • A yearly audit of Franciscan Alliance's "TEAS" business unit, which operates the ambulance service on behalf of the TEAS, Inc corporation.

These items do not exist in their possession because by all accounts, TEAS, Inc is not holding member meetings, which are required by State law.

Repeated attempts to work with county and city officials to enforce their legal agreement with TEAS have lead nowhere. 

Reason

Beyond the fact that non-profit corporations should follow their legal agreements, TEAS appears to be intentionally understaffed.

Public records from 2023 through 2024 are the newest pieces of financial records we've been able to obtain. Based on the information contained within them and billing rates from 2025 obtained from public records requests, it appears there is at least a $5m operating surplus each year. Rather than using the operating surplus to get response times within the standard, as is expected of a non-profit corporation, Franciscan and IU are instead siphoning off the surplus into the hospital systems.

We need residents in Tippecanoe County to show elected officials that they are listening on this issue and expect them to provide transparency and accountability, and that TEAS needs to make appropriate efforts to bring response times in line with the ALS response standard.
