Require Property Manager to control their tenant at 79 Clark Place or evict him.

For over a year, we the neighbors of 79 Clark Place, have been submitting complaints to:

1)   The tenant at 79 Clark Place has been running a mechanic business on the property at 79 Clark Place for over a year and has had as many as a couple dozen vehicles parked in the backyard, front yard, and on the street.

2) Code Enforcement claimed on September 8, 2025 that the tenant had been evicted.
3)   Car Haulers deliver and unload vehicles blocking the neighbor’s driveways. 
4)   Unregistered vehicles are parked on the street continuously and the tenant just swaps out the vehicles with those from the back yard, partially blocking the neighbor’s driveway.
The last incident was this morning, Tuesday, April 7, 2026, The first squad car that came by did NOTHING. Another unit was sent out that put a neon green sticker on the truck.
5)   The tenant parks in the front yard.
6)   The tenant wears protective face gear while spray-painting car parts on the front porch of the building which is obviously toxic, while neighbors are exposed to the fumes
7)   There is an accumulation of vehicle parts and tires along the back side of the building and fence.
8)   Most of the tenant’s vehicles have loud exhaust systems and are most noisy every time they’re cranked at all hours. He guns the engines as he goes driving speedily and loudly, which is annoying and dangerous for everyone in the neighborhood.
9)   The tenant rides a green 4-wheeler up at all hours. Recent complaint posted on the Nextdoor app stating that he was destroying Williamson Park after a rain with the 4-wheeler late at night:

10)   The tenant leaves vehicles running in the backyard and the 4-wheeler running for hours at a time at all hours of the day and night, which is not only noisy, but the excessive exhaust fumes are a health hazard to the neighbors as they fill our homes through AC units.
11)   Recently the tenant started doing wheelies in his front yard right next to my driveway to scatter dust and dirt upon us.
12)   The tenant has since started parking vehicles to partially block my driveway.
13)   The tenant has also started playing basketball late after 10:30 while blaring loud music.
14)   Some neighbors have put up cameras. The tenant has nailed boards to his neighbor’s fence to hang a tarp to block the camera.
15)   On March 27th, the Crump Station Police Precinct, and the desk officer filled out a Patrol Form and advised that the Head Officer in Charge would be overlooking a daily patrol. Nothing has been done that we can see. Nothing has changed.
16)   When we, as the tenant’s neighbors, contact Revid Properties about their tenant, they claim that they can do nothing about him. They say it’s not their job to enforce city ordinances. Should they not have a tenant contract which requires their tenants to keep the peace?
 
We need peace restored in our neighborhood as soon as possible.
 
The following 2 suggestions would probably help resolve our issues on a permanent basis and benefit the city by decreasing the city’s workload.
1) Rental Property Managers / Owners should be responsible and required to monitor the behavior or their tenants assuring that they keep the peace in the neighborhoods in which they reside and abide by the city ordinances.
2) Since some police officers DO NOTHING when called out or those answering the phone act bothered that they have to answer the phone, a follow-up should be texted to the person calling in to get feedback on how well the officers performed resolving the issue that was called in. THEN perhaps the officers will think twice about doing nothing as it should affect their pay evaluations. And if effective as it should be, bring our crime rate down from being one of the worst in the country.
 
We, the neighbors, petition the City of Memphis to resolve our neighbor issue and we petition to have speed bumps placed on our street to slow down the traffic coming down Clark Place from the apartments on Court Avenue.

Why people sign

This needs to be dealt with. No neighbor should have to put up with this. It violates the rights of others on the block to enjoy their homes in peace.

This guy was speeding on his 4-wheeler in Overton Park a couple of weeks ago on the path closed to motor vehicles. I was shocked at how fast he was going and how close he came to me and my dog. As a neighbor, I hate to hear about all of the issues he is causing and would like to see it stopped.

I’m supporting a fellow Memphian who’s being negatively impacted by a very inconsiderate neighbor

I live in this neighborhood and believe that all occupants should follow local ordinances
