The East Peoria City Council should reject Resolution Number 2627-059 AND resolve to NOT renew the city's Flock contract.

What do we want?
Shut The Flock Off and Bird Dog Anti-Surveillance want East Peoria to reject Resolution 2627-059 and resolve to not renew the city's Flock contract.
Flock cameras are always recording and always online. They send pictures of cars and people to Flock's private servers to form a national mass surveillance network.
We want everyone in East Peoria to call, email, or otherwise politely tell the East Peoria Mayor and City Council to shut the Flock off.
On Tuesday, October 6th, we will gather at 5 pm to peacefully protest the Flock cameras. At 6 pm, the City Council will gather to vote on Resolution 2627-059.
What is Flock?
The Flock cameras are owned and operated by Flock Safety. The local police do not control them directly - Flock controls the cameras. We do not trust Flock to protect our privacy.
Flock, Axon, and Motorola are private companies that perform mass surveillance without accountability or transparency to the voters they are spying on.
These cameras are not like the Department of Transportation cameras, which only stream by default, and they are not like personal dashcams, which are offline by default. Flock cameras are always online, always recording, and always transmitting data to servers for long-term storage. They claim the data is deleted after 30 days, but it is impossible to prove this because we cannot audit the Flock servers and we do not elect the people who work on the servers.
What is so bad about mass surveillance?
Mass surveillance causes a chilling effect on free speech, free movement, free association, and free protest. The data is a target for hacking by other nations, and a target for federal agencies like the NSA and CIA to access secretly.
Mass surveillance supports and encourages authoritarian rule.
An authoritarian America in 2026 would not have armed police marching through the streets, interrogating people. It would not need them. An authoritarian America would look quiet and peaceful, with only a few people "disappeared" by secret police, and everyone else encouraged by Public Relations to focus on the crimes solved by the very same cameras that help kidnap innocent people. We are asking you to make the difficult trade-off to shut off mass surveillance to preserve everyone's rights. What does an America under Flock look like? Does it look free?

I am horrified by the current growth and normalization of everyone being spied on or spying on others. I don’t want to live in a neighborhood with Ring cameras, and I especially don’t want to drive in a city that can pinpoint my every move. I don’t want my neighbors being spied on, either. I have always opted out of all programs that involve cameras, facial recognition, license plate readers, etc., but Flock has removed my autonomy to decide how my likeness is captured and used. Our own forces that vow to keep us safe are now profiling us and training other systems to do the same to all. Not in our communities, please!
