Petition is addressed to: City Council and Department of Environmental Protection
Bainbridge Street between Ralph and Howard urgently needs new sewer infrastructure due to severe and hazardous flooding. During Hurricane Ida, our block faced an incredibly dangerous situation—most homes were flooded with backed-up sewer water, causing extensive damage. Taxpayers and community members deserve to live in a safe, healthy environment, and immediate action is needed to protect our neighborhood.
Good evening. My name is Victoria (Tory), and I am a resident of Bainbridge Street between Ralph Avenue and Howard Avenue. For the last five years, our block has experienced severe, recurring flooding due to inadequate drainage and a likely blockage in the sewer system. Even during moderate storms, the water rises quickly, making the street unsafe for drivers and pedestrians and causing damage to homes and vehicles. This remains a serious public health threat, as residents are exposed not only to dangerous flood conditions but also to long-term risks such as black mold and other contaminants that linger for years.
Most recently, on October 30, 2025, the block flooded again in a terrifying episode that left residents trudging through waist-high water. We do not live in a flood zone or near any bodies of water—this crisis is the direct result of systemic neglect of the infrastructure in Stuyvesant Heights. Taxpayers and community members deserve to live in a safe, healthy environment, and immediate action is needed to protect our neighborhood.
We are requesting that the City conduct an urgent inspection and a thorough investigation of the sewer line on our block, as well as replacement or repair of any damaged or under-capacity infrastructure. Our community has been living with hazardous flooding for far too long, and we are asking for the City’s support in addressing this public safety issue.

I used to live nearby and my home was flooded so we had to move. My daughter is an architect major and she lost all the work in her portfolio to flooding. She was also traumatized by the event.
My children still attend school in this area and I plan to move back. I also know that a neighbor lost his life trying to save his pup from drowning. It's important that I and my neighbors and family are safe.

We operate a restaurant at this intersection and suffered greatly when it flooded. Was disruptive to the community, commuters and many others
