Fish Hoek Beach belongs to everyone — but public space must not become a place where laws are simply ignored.

We, the undersigned residents, ratepayers, businesses, workers and visitors to Fish Hoek, call on the City of Cape Town to urgently strengthen visible Law Enforcement and Traffic enforcement along Fish Hoek beachfront, Beach Road and surrounding public areas.

Fish Hoek is one of Cape Town's most popular beaches. But growing numbers of visitors, particularly during hot weather, weekends and holiday periods, bring increasing pressure on the beachfront and surrounding roads.

Residents and visitors have raised concerns about:

  • Public drinking and drunken behaviour;
  • Alcohol being consumed in prohibited public areas;
  • Excessive noise and loud music;
  • Public urination and inappropriate use of public spaces;
  • Speeding, reckless driving and dangerous traffic behaviour;
  • Illegal and obstructive parking;
  • Traffic congestion around the beachfront;
  • Littering and degradation of public spaces;
  • Theft from vehicles and theft of unattended belongings;
  • Drug-related and other anti-social behaviour;
  • Disorderly or threatening conduct; and
  • Insufficient visible enforcement when these problems occur.

THE BY-LAWS EXIST. ENFORCE THEM.

We are not asking the City to prevent people from enjoying Fish Hoek Beach.
We are demanding that the laws and by-laws already on the books are properly and consistently enforced. Where are the 5 Metro Police Neighbourhood Safety Officers (NSOs)? Why are they not enforcing Bylaws in Fish Hoek?

The City's own Law Enforcement mandate includes enforcement against alcohol offences, illegal parking, speeding, reckless driving, driving under the influence and general nuisances.

WE DEMAND ACTION

We call on the City of Cape Town to:

  1. Increase visible Law Enforcement and Traffic patrols along Fish Hoek Beach and Beach Road, particularly on weekends, hot-weather days and during holiday periods.
  2. Enforce existing by-laws and traffic laws consistently when offences are witnessed or properly reported.
  3. Take decisive action against public drinking, drunken disorder, excessive noise and other public-place offences.
  4. Intensify enforcement against speeding, reckless driving, dangerous parking and other traffic violations.
  5. Protect pedestrians and ensure pavements and public areas remain safe and accessible.
  6. Increase visible patrols and preventative measures against theft and robbery around the beachfront and parking areas.
  7. Ensure adequate public facilities, refuse management and enforcement during periods of exceptionally high visitor numbers.
  8. Develop a proactive summer and festive-season enforcement plan rather than waiting for problems to escalate.
  9. Provide the community with meaningful information about enforcement operations, recurring complaints and results.

THIS IS ABOUT BEHAVIOUR — NOT PEOPLE.

Everyone has the right to enjoy Fish Hoek Beach.

But nobody has the right to endanger others, create unlawful noise, obstruct public spaces, drive recklessly, drink unlawfully in public or disregard the City's laws and by-laws.

We should not accept unlawful or dangerous behaviour simply because it has become commonplace.
Normalised disorder is still disorder.

Fish Hoek does not need empty promises. It needs visible enforcement, preventative action and accountability.

Why people sign

Me and my family are frequent beach goers. The drinking of alcohol,peddling of drugs ,the vagrant with blanket mastubating while watching little children or exposing himself. The crime make walking the cat walk dangerous. It needs to be sorted out.

We have lived in Fish Hiek for 14 years. You cannot enjoy the beach, jaegers walk or Clovelly corner without being harassed for change, wading through litter in the ocean not even a towel is safe left on the beach while you swim. Unacceptable especially seeing as tye law enforcement office is right on the beach?!

The lawlessness and public drinking is unacceptable

The people deserve safety yo enjoy themselves with their families and friends.

We're moving to Fish Hoek in a month. It's important to us that crime at the beach, on the boardwalk & promenade as well as Fish Hoek collectively is properly & adequately policed.
