TAKE NOTICE
Whereas, House Bill 11 passed during the 2024 Legislative Session of the Kentucky General Assembly is an economic threat to small businesses and state revenue.

Whereas, this legislation is meant to ensure that the nation's tobacco monopoly is maintained.

Whereas, this legislation is a prohibitionist effort that will endanger the people of Kentucky, exposing them to an influx of unregulated nicotine products.

Whereas, the judiciary has still yet to determine whether or not House Bill 11 is constitutional.

We, petitioners backed by The People's Movement Kentucky, fully support House Bill 62 during the 2025 Legislative Session to stay the enforcement of House Bill 11 until the courts have determined its constitutionality.

Reason

HB11 is unconstitutional and should have never passed.
