We, the residents of Blue Hills, formally petition the Government of the Turks and Caicos Islands, through the Ministry of Physical Planning and Infrastructure Development and the Department of Physical Planning, to:
- Place an immediate moratorium on the approval of new accommodation construction projects (single or multi-storey residential and commercial) on the sandy ground between Bay Road and the High-Water Mark in Blue Hills, except for projects that have already received official planning permission. We further request that the Ministry and Department provide the community with a list of all projects that have received approval but have not yet commenced construction.
- Engage in a master planning exercise with the residents of Blue Hills and the Blue Hills Action Group, to establish a structured development framework that balances cultural preservation, community vision, environmental sustainability, and economic growth.

Background
Blue Hills, also known as Northside, is the original settlement of Providenciales and includes High Rock, Andrew Point, and the community of Wheeland. For the purpose of this petition, Blue Hills refers specifically to the settlement that extends on the beachfront from Thompson Cove to Northwest Point, and westward to Stammers Run, Pigeon Pond, and Frenchman’s Creek.
The Blue Hills marine environment is home to approximately 7.5 miles of white sandy beach, with turquoise waters containing numerous shoals that provide habitat for a diversity of marine life, all protected by a magnificent 8.3-mile barrier reef. A defining feature of this coastline is the sandy ground between the high-water mark and Bay Road, which acts as a natural buffer against erosion and provides public access and visibility of the beach.
The Bay Road of Blue Hills, constructed by early residents, stone by stone, is recognized as one of the most scenic drives in the Turks and Caicos Islands, offering unobstructed coastal views and direct access to the beach.
Community Vision
The residents of Blue Hills have a clear and longstanding vision for this area:
- Unobstructed view and access to the beach from Bay Road and surrounding residences and businesses.
- A continuous boardwalk from Aunt Nita’s Corner in High Rock to Froggies on the Beach, and extending northward to Northwest Point.
- Public amenities on the sandy ground, including restaurants, shops, parks, museums, and cultural attractions owned and operated by Blue Hills residents.
- A community that supports economic growth, cultural preservation, environmental sustainability, and safe public access.
It was never the vision of Blue Hills residents for the sandy ground to be used for residential developments such as single-family homes, condominiums, or multi-storey dwellings, which obstruct views, restrict public access, and contribute to environmental degradation.
Current Concerns
Despite this vision, residential developments are already taking place on the sandy ground:
- Three two-storey condominium complexes have been built.
- A fourth residential development is in preparation at Andrew Point.
These developments are of serious concern to the residents because they:
- Obstruct public views of the beach from Bay Road.
- Restrict long-standing public access to the shoreline.
- Contribute to beach erosion by placing large, heavy structures on fragile sandy ground.
- Undermine the cultural, environmental, and economic vision of the Blue Hills community.

I was born in Blue Hills, I reside in Blue Hills, I don't want to see the Scenic scenery view of Blue Hills water front, taken over by development.
Because this is my homeland and the buildings that are being build on our Sandy ground/ near/on the Beach or have water view are spoiling our island and is making our once beautiful Country ugly. I hate driving Front Road, Blue Hills and seeing those ugly concrete buildings on the right side of the road, also Chalk Sound is beginning to loose it's appeal as persons are building two stories concrete building which is blocking view of the water/creek and making the neighborhood ugly.

The front road in Blue Hills was built by the hands of Blue Hills residents, women knocking rocks each day until the road was laid. Blood, sweat, and tears of Blue Hills residents. Trees planted on the beachside for shade to catch a breeze by the people for the people in Blue Hills. It is truly an a land built by its residents that need to demand respect and consideration for all Blue Hills residents.
Doesn’t planting trees and laying road by hand grant the residents its rights.
Stop selling their beaches, residents purposefully did not build on the beachside because it was considered part of north side living and a place to gather and just live as a north side r.
