Petition to Israel’s Bus Companies: Stop Unfair Fines and Show Compassion to Riders
Introduction
Public transportation should be a service that unites and supports the people of Israel. Instead, too many riders — including students, elderly citizens, immigrants, and working families — are facing harsh and unfair fines for small mistakes, such as forgetting to validate a ticket or technical issues with the app. Rather than offering a warning or compassionate guidance, inspectors often issue immediate fines that create unnecessary financial and emotional stress.

Israel faces many external threats. The last thing we need is to punish each other over bus tickets. By reforming this system, we can create a culture of compassion, fairness, and dignity on our buses — a reflection of the values our nation was built upon.

We, the undersigned, call on the Ministry of Transportation and Israel’s bus companies to implement these reforms immediately. Together, let’s ensure that public transportation in Israel is fair, compassionate, and just for all.
Why This Petition Is Important
Public transportation is supposed to serve the people — not punish them. Yet today, thousands of riders in Israel are being fined unfairly for simple mistakes like forgetting to validate a ticket, app glitches, or confusion with the system. These fines are disproportionate to the offense and create unnecessary hardship, especially for students, new immigrants, the elderly, and working families.
This isn’t just about money. It’s about justice, dignity, and trust. A transportation system that punishes without compassion erodes public confidence and fosters resentment. Instead of treating riders as criminals, bus companies should act as partners, helping people navigate the system fairly and respectfully.

It is important for Israel to set example to the nations and everyone who lives here: That we are fair. The current model and training for the people who come around and issue fines is unfair. The policy is too strict, punishing more innocent people who are elderly, new, exhausted, forgetful, or ignorant than actual freeloaders trying to take advantage of the system. The fine itself is very large in comparison to the actual bus fair. The treatment riders receive from the people issuing fines is intimidating and offers zero leniency which makes an innocent person feel like a criminal. It needs to change this isn’t right. Also, it’s been discussed that there is a quota of tickets to be handed out and that the bus companies make profit off of fines and issue possible bonuses to those who issue more fines than others. This offers incentive to profit off of others pain rather than provide the best service possible and protect citizens from being taken advantage of. It truly is a form of robbery. We are to be a people who reveres Hashem. That means we must do unto others how we would have others do unto us. This behavior does not exemplify that at all.
