Petition addressed to: Cape Town City Manager

The fence is failing. The community is paying the price. The City and SANRAL must act!

We, the undersigned residents of Blomtuin, Bellville, call on SANRAL and the City of Cape Town to urgently address the damaged N1 boundary fence, which is flimsy and contains large holes. These breaches allow people to enter the neighbourhood and camp beneath the bridge, raising serious concerns about public safety, sanitation, fire hazards and the security of nearby homes.

Residents have raised recurring concerns about overnight occupation of public spaces and the conditions associated with it. The community should not have to live with a compromised boundary and a problem that continues without a lasting solution. This is not a demand to target people experiencing homelessness. It is a demand for secure infrastructure, responsible, consistent public-space management and effective action. Not a once-off operation!

Reason

WHAT WE DEMAND

We call on SANRAL and the City of Cape Town to:

1.     URGENTLY inspect the entire affected fence immediately and identify all holes, weak sections and unauthorised access points.

2.     Repair or replace the damaged fencing with a durable, secure barrier that prevents easy access from the N1 into Blomtuin.

3.     Secure the area beneath and around the bridge and address the recurring camping, waste and sanitation concerns through a coordinated response.

4.     Coordinate the relevant City departments, including Law Enforcement, Social Development and waste-management services, to address public-space and health risks through lawful enforcement and appropriate outreach.

5.     Establish an ongoing inspection and maintenance plan so the fence does not deteriorate again and the same problem does not simply return.

6.     Provide residents with a written response and clear deadlines identifying who is responsible and when the required work will be completed.

BLOMTUIN DESERVES BETTER

Residents should not have to keep reporting the same problem while the underlying cause remains unaddressed. SANRAL must address the freeway boundary, and the City must fulfil its responsibilities for public-space management and community safety. Neither authority should leave residents caught between departments.

We demand a coordinated, practical and lasting solution — not excuses, delays or temporary clean-ups.
SIGN THE PETITION. SHARE IT WITH YOUR NEIGHBOURS. DEMAND ACTION FOR BLOMTUIN.

Why people sign

I live beside the N1 and struggle with people entering our area from the N1 on a daily basis. Safety is of great concern

The vagrants in the area are jumping walls and stealing anything they can get their hands on.

Due to high crime

Security

I take pride in our beautiful city and would like to raise my children in a space that is neat and safe.
The increase in vagrants and roaming persons are increasing in the area which makes me feel less safe and secure in the area we are in.
Fixing the fence will definitely help to reduce the footprints through the area and reduce pollution.
