Dear Sir / Madam,

On behalf of families and residents of the Springs community—particularly Springs 3—we would like to begin by acknowledging and sincerely appreciating the continued efforts of Emaar Community Management in creating, maintaining, and enhancing a safe, family-oriented, and well-managed residential environment.

We recognize the considerable investment and care that goes into landscaping, infrastructure, security, and community amenities, all of which contribute to the high quality of life that residents value deeply. It is precisely because of this shared commitment to safety, wellbeing, and responsible community stewardship that we write to you with growing concern regarding a serious and escalating public safety issue within our neighbourhood.

Serious Safety Concerns Regarding the Use of Electric Dirt Bikes in the Community

Residents are increasingly alarmed by the frequent and unsafe use of electric dirt bikes (e-bikes)—as depicted in the imagery circulated in the accompanying petition—on public roads, internal community roads, and pedestrian pathways within the Springs.

For clarity, this concern excludes the appropriate and responsible use of electric bicycles by gardeners, security personnel, and maintenance staff operating in the course of their duties.

Our concerns are threefold:

1.Dangerous and Reckless Operation
The majority of these e-bikes are being operated at excessive speeds, often with deliberate risk-taking behaviours that pose a clear danger to riders, pedestrians, cyclists, motorists, and families.

2.Use by Unsupervised Children and Youth
Many of these vehicles are being operated by minors, frequently without adult supervision, training, licensing, or appropriate protective gear—placing both the riders themselves and other community members at significant risk of serious injury or worse.

3.Escalating and Recurrent Incidents
What was once an occasional issue has now become a daily occurrence, with residents—particularly in Springs 3—reporting repeated and distressing incidents, including but not limited to:

  • E-bikes riding on one wheel at speed along Al Asayel Road during rush hour
  • E-bikes performing wheelies down internal community streets
  • High-speed riding along pedestrian pathways, forcing mothers with strollers off the path
  • Riders engaging in “chicken” with moving vehicles
  • Bullying, aggressive, and intimidating behaviour directed at drivers and pedestrians, including when children are present in vehicles

These behaviours are not merely disruptive; they represent a clear and present public health and safety risk. Families have a reasonable and legitimate expectation to enjoy community roads, walkways, and shared spaces without fear of injury or intimidation caused by the misuse of high-powered motorized vehicles.

Respectful Request for Decisive Action

With respect and in the spirit of collaboration, we formally and respectfully request that Emaar Community Management:

  • Ban the use of electric dirt bikes on community roads and pedestrian pathways, and
  • Enforce clear rules restricting their operation within residential areas, consistent with safety, legal, and community standards.

These vehicles are inherently powerful and, when used by untrained minors in shared public spaces, can have potentially fatal consequences. They are more appropriately used in non-public environments such as designated off-road areas, dirt tracks, or desert locations where their use is lawful, intended, and safer.

Parallel Engagement with Authorities

Please note that a copy of this letter and the accompanying petition is being shared with Dubai Police, with a respectful request that:

  • The use of such e-bikes by youth be prohibited on public roads, and
  • Their operation be restricted to appropriate non-public areas in accordance with safety regulations and intended use.

This step is taken not in opposition to Emaar, but in recognition that this issue spans community management, public safety, and traffic enforcement.

We submit this letter with sincere respect for Emaar Community Management and with appreciation for your leadership and responsiveness in safeguarding family-oriented communities. Our request is made in the shared interest of protecting children, preserving public safety, and maintaining the calm, secure character of the Springs.

We would be grateful to receive confirmation of how this matter will be addressed and what steps may be taken to mitigate further risk.

  • Just a quick update if you haven’t seen it by whatsapp already, tonight there was a dangerous accident where a child (eg under 18) was injured on an EDB at the corner of Al Asayel and Meadows 7. I also nearly ran into a kid on an EDB at springs souk not wearing any protective gear. At some point someone is going to lose a beloved child - it should not have to get that far before change is enforced. Parents are accountable and it is sad to think they will suffer the loss of a child. These are not toys. They are deadly.
  • Just an update on what might be relevant to the above: as you may recall I started a petition a couple of weeks ago about the electric dirt bikes (EDBs) and the dangerous behaviour both inside the communities and on public roads. Today I went to the Emaar office at Springs Souk to present this petition and our concerns. We had nearly 300 signatories. They are well aware of the issue and shared with me the following:
    - Emaar are in the process of procuring an entire system of CCTV’s which will be placed around all Emirates Living communities because of the increasingly unsafe behaviour - installation should happen in the coming months;
    - nearly 100 EDB’s have been confiscated so far and parents of riders are receiving fines;
    - Dubai Police are aware of the issue and increasing surveillance;
    - plain clothes CID officers (UAE version of secret service) are now also undertaking surveillance and confiscation and fines.

    My advice to parents: save your money and buy a pedal bike and teach your kids safe and respectful behaviour - we all have to share our community.

    In the UAE, you may record or photograph something illegal if your sole purpose is to provide evidence to authorities (e.g., police or regulators).

    Examples:
    • Dangerous driving
    • Assault or violence
    • Theft or vandalism
    • Public safety violations

    Authorities have acknowledged that documenting incidents can support law enforcement — but the intent and how you use the footage is critical.

Why people sign

Super dangerous within a community with kids absolutely unacceptable and can be very harmful. Stop before it’s too late!

It’s extremely dangerous for young kids / adults to be driving around with uncontrollable electronic devices on main roads. I have 2 young girls and it’s absolutely forbidden to put innocent lives at risk for such futile thrills. I have had bikes do wheelies in front of me and even reported on the dubai police app.

In The Safety Of All Residents

Resident of Meadows 2, I share the concern for our children’s safety and to preserve the tranquility of our communities. Emaar’s security officers are very nice, but seem unable to deal with the issue.

Its dangerous both to.the kids using these bikes and for the car drivers
